Previously, RBAC only granted access to a Key Vault's management plane and access policies were needed if a user needed to access the data plane. While this helped prevent the arbitrary access that RBAC's heirarchical nature could have granted to sensitive data, it has been found that this approach does not scale well as the number of Key Vaults increase. The reality is that most organisations will have a few tens to hundreds of key vaults and having to manage access policies across these key vaults per user any time there is a change in circumstances can be a nightmare. Thankfully, Microsoft subsequently introduced the RBAC model which has greatly improved how key vault access is managed
